Recently a video has been featured on YouTube on behalf of The Animation Guild in Burbank California. The Guild is the union for the animation industry in Hollywood and Los Angeles County.

This video is very informative and I highly recommend spending a few minutes watching it. The video also highlights a some flaws in the union's thinking when it comes to how storyboard artists are integrated into production.
